2010 P-SAR Registration


IMPORTANT NOTICE - PLEASE READ


The Augmentor Design Systems (ADS) Conference is taking place at the Sawgrass Marriott on March 17-19, 2010. Although P-SAR and ADS will take place at the same location during the same week, attendance requirements for each are totally separate. If you wish to attend both meetings, you may do so if you fulfill the attendance requirements as dictated by the DD2345 specifications. However, prospective attendees MUST register for each conference separately. Registration for one will not be accepted as admittance to both conferences.

FEES


Traditionally an attendee registration fee has been charged for this meeting; however, for the Propulsion - Safety and Affordable Readiness (P-SAR) Program Review there will be NO REGISTRATION FEE.  This is in compliance with interim guidance from the Government Accountability Office (GAO) Decision (B-300826), dated 3 March 2005.

ATTENDEE REQUIREMENTS


To qualify to attend the conference, you must be a U.S. Citizen or Green Card Holder. All non-government attendees (including contractors) must have a registered DLSC certification number, which is provided on the DD Form 2345. All U.S. active duty military personnel and U.S. Government Civilian Employees are exempt from the certification requirements.

PHOTO IDENTIFICATION REQUIRED AT CHECK-IN

Each attendee will be provided with an identification badge during on-site meeting check-in. This badge must be worn at all conference activities. No badge means no access to ANY event venues. To receive conference material and badges, attendees must show one of the following forms of identification at check-in:

Government/Military Attendees
Non-Government Attendees
   
  • Government/Military ID
    or
  • CAC Card
  • Company Identification Card with photo
    or
  • Letter from Company Security Officer or Company President verifying employment with the company and a valid driver's license

Academia attendees must provide Government Contract Information to attend. Information required is:
- Government Agency that the contract is through
- Contract Number
- Contract Start and End Dates

CONFIRMATION

Online registrants will receive an initial confirmation notice that their registration has been received. All registrants who have provided an appropriate email address will receive an email confirmation when their registration is processed.

Each attendee is required to check-in onsite in addition to online registration.

FOOD FUNCTIONS

Continental Breakfasts and Refreshment Breaks will be served in the program review area on a limited basis as indicated on the agenda.

A group luncheon will be held on Tuesday, while substantial snacks will be provided on the remaining conference days. This will promote continuity of the meeting day and allow for a streamlined agenda.

CONFERENCE ATTIRE

Attendees - Business Casual for all meeting sessions and social events
Civilian - Business Casual for all meeting sessions and social events
Military - Class B uniform as directed by organization policy
Speakers - Business attire, or military service dress


CONFERENCE PROCEEDINGS

The proceedings of the presentations at P-SAR 2010 will be supplied to all Conference attendees supplying required documentation. The proceedings are governed by the same rules as conference attendance and are ITAR Restricted.  They will be mailed to attendees on a CD approximately 4 weeks after the Conference.

CERTIFICATION REQUIREMENTS

CITIZENSHIP

Program Review attendance is limited to U.S. citizens and Green Card Holders. All U.S. citizen attendees are required to sign the citizenship portion of the Program Review Registration Form.

DD 2345 Form 

Please Note: U.S. active duty military personnel and civilian employees of the United States are exempt from the following certification requirements.

The material to be presented and discussed at P-SAR 2010 will involve technical data that is governed by DOD Directive 5230.25, "Withholding of Unclassified Technical Data from Public Disclosure." Only individuals or enterprises certified under DOD Directive 5230.25 are eligible to obtain access to unclassified technical data with military or space applications in the possession of, or under the control of, the DOD. 

P-SAR 2010 attendees must determine if their employer already has a certification on file that extends to all employees. If an employer already has a certification on file, attendees are not required to recertify. However, you must return a copy of the approved company certification (DD 2345 Form, "Military Critical Technical Data Agreement") along with the registration form.

If a certification is not on file, either the attendee or the employer must request certification by completing the attached DD Form 2345 (MAR 2005) and submit the form to the U.S./Canada Joint Certification Office, Defense Logistics Services Center, Federal Center, 74 Washington Avenue, N, Battle Creek, MI 49017-3084. The attached DD Form 2345 may be duplicated. Specific instructions for completion and submission are on its reverse side. Processing time of the DD Form 2345 by the U.S./Canada Joint Certification Office is approximately two weeks. That office will notify each company's security officer by mail if the company's request for certification has been approved.
